Carol Simpson, Of counsel
Carol Simpson joined Broadband Legal Strategies in 2016. She focuses on writing and editing appeals before USAC and the Federal Communications Commission, and on writing comments in universal service rulemakings.
Prior to joining Broadband Legal Strategies, Carol spent 10 years at the FCC, where she worked on a variety of high-profile proceedings, including the net neutrality rulemakings, the public safety spectrum auction rules, and several telecom merger reviews. She held legal counsel and management positions in the Wireline Competition Bureau and the Public Safety and Homeland Security Bureau.
In 2008, Carol spent a year detailed to the office of congresswoman Jane Harman, advising the congresswoman on telecom issues. In 2009, Carol served as wireline legal adviser to Commissioner Mignon Clyburn.
Before working at the Commission, Carol worked on telecommunications issues at Hogan and Hartson (now Hogan Lovells).
